Who’s in Charge?

As mentioned in the timeline, CNCS, e.g. Americorps, has been active for 20 years and hired Aboriginal volunteer workers who become civic leaders.  While Red Cross practices compassion, we need to know how many Aboriginal workers, especially from privincial communities mentioned, have been hired.  A federally top down funded program is needed because the work is transprovincial.  For example, disaster workers from Ontario would be transferred to Alberta for several years to aid in remediation.  This program can last for as many years as necessary.  For example, reclaiming flooded homes. 

The program could also go international, like CUSO.
